The restrictions introduced by the Regulation are unlawful – this is confirmed not only by the courts but also by SANEPID itself, which, being unable to effectively enforce unlawful restrictions, began to refer to a provision from the Act on State Sanitary Inspection, which was created many years ago for the needs of shops selling legal highs.
